How to get Cl@ve, even without going to an office

Cl@ve is the system you identify yourself with at the Agencia Tributaria's Sede and at other administrations by confirming a request on your phone. You register once. Without a digital certificate there are three ways to do it, and only the last one means going to an office.

Before you start

  • Your DNI or NIE and the datum that goes with it: the validity date of the DNI, its issue date if it is a permanent DNI, or the support number if you have a foreigner's card, a residence permit or an EU citizen's certificate.
  • A phone of your own and an e-mail address. A phone can be registered with one DNI or NIE only: if it already is with another, the other loses its access to Cl@ve.
  • If you will ask for the letter, your fiscal address up to date: the letter goes to that address.
  • If you already have a digital certificate or a DNIe, you need none of the ways below: you register at once, on the internet, with it and get the advanced level.
  • Knowing which of the three ways is yours: the letter works with any DNI or NIE, the video today only with a Spanish DNI in force, and the appointment in person with either.

The steps

With the invitation letter, from home

  1. Enter the Agencia Tributaria's Sede and open Cl@ve › Registrarse en Cl@ve.

  2. Type your full DNI or NIE and the datum that goes with it, and press Continuar.

    • DNI: eight digits and the letter, no spaces or hyphens, and its validity date; if it is permanent, its issue date.
    • NIE: the letter, seven digits and the letter, no spaces or hyphens, and the support number of your card, permit or certificate.

  3. Press Sí, envíenme una carta de invitación a mi domicilio fiscal and then Aceptar.

    The letter goes to the fiscal address that the Agencia's census holds at that moment, and the Agencia asks that it be up to date. If it is not, correct it first: the first question below says how.

  4. Wait for the letter. It goes by post and the Agencia reckons about seven working days. From the day you receive it you have 60 days to use it.

  5. Go back to Registrarse en Cl@ve, type your DNI or NIE and the datum again, tick Ya dispongo de una carta de invitación and press Continuar.

  6. Type the 16-character CSV printed in the letter and press Continuar.

  7. Give the phone on which you want the SMS with the PIN, with the country prefix if it is foreign, and your e-mail address. Accept the conditions and press Enviar.

  8. Press Visualizar PDF and keep the registration receipt: it is your proof and includes an activation code for Cl@ve permanente, which you only need if you want it.

    This registration is of the basic level. The Agencia's page on the apoderamiento does not say which level of Cl@ve it requires, and the Punto de Acceso General warns that the basic registration «no permite acceder a todos los servicios». Where you can get a digital certificate, prefer it for the apoderamiento.

With video identification, from your phone

  1. Install the Cl@ve app on your phone. Have your original DNI at hand, without a cover, and a quiet, well-lit place.

    Today the Agencia offers this way only to Spanish citizens with a DNI in force. If that is not you, use the letter or the appointment in person.

  2. Open the app, type your DNI and its validity date, or its issue date if it is permanent, and choose MEDIANTE VIDEOIDENTIFICACIÓN.

  3. Type your phone, enter the code that arrives by SMS and type and confirm your e-mail address.

  4. Accept the conditions, press INICIAR VIDEOIDENTIFICACIÓN and give the app permission to use the camera and the microphone.

  5. Follow the recording's instructions: show the DNI on both sides, move it so that the hologram shows, record your whole face, without sunglasses or a mask, and type the captcha when the app asks for it.

  6. If all goes well, you are registered at once. Download the receipt as a PDF.

    It is a registration of the basic level, like the letter's. Later a public employee reviews the recording and, if everything is right, the app tells you that you now have the advanced level.

In person, with an appointment

  1. Ask for an appointment to register in Cl@ve.

    • By phone: 91 333 5 333, Monday to Friday from 9 to 19 hours, until 15 hours in August.
    • On the internet: at the Sede, in Asistencia y Cita, choose Otras gestiones and tick Identificación electrónica and Registro en Cl@ve.
    • At another body's office: look for it in the Punto de Acceso General.

  2. Go yourself, with your DNI or NIE and its validity or issue date, a phone and an e-mail address. If you are a foreigner, the Agencia asks for the papers of your country of origin: passport or travel document.

    This procedure cannot be done by representation or through an apoderamiento: you have to go yourself.

  3. With this registration you have Cl@ve at the advanced level.

If something does not add up

Is the basic level enough to grant the apoderamiento?

We do not know and we will not claim it: the Agencia's page on granting the apoderamiento names no level of Cl@ve. What the official pages do say is that registration by letter or by video is of the basic level, that this level «no permite acceder a todos los servicios» and that the body responsible for each procedure sets the level it asks for; the Agencia's pages explain it for the procedures of other bodies.

We have not tried it with a real identity, and this guide will change when it is known. Meanwhile, if you can get a digital certificate or use your DNIe, use it, because it works where Cl@ve does not let you go on. If you already have a basic Cl@ve and the Sede refuses you, raise the level as the next question says. Then grant Trimestria the apoderamiento.

The Sede says «(66) Está intentando acceder a un servicio que requiere un registro presencial o con certificado electrónico reconocido»

It is the warning that your Cl@ve is of the basic level and the service asks for more. The Agencia gives two ways out: register in person, as in the third way above, or, if you have a certificate or a DNIe, open at the Sede the procedure Obtener un nivel de seguridad superior en Cl@ve con certificado o DNI electrónico, which moves your registration to the high level. The Agencia's page explains that error.

The letter does not arrive or the address is not up to date

The Agencia reckons about seven working days. If your fiscal address is not up to date, you can change it on the internet in the Renta WEB service, under Modificar domicilio fiscal, with a referencia or with a certificate or DNIe, or at an office of the Agencia with an appointment. The Agencia's page explains it. It also names modelo 030, but if you are already registered in the census of businesspeople and professionals it only serves for civil status and identification data: a change of address is communicated with modelo 036, within the month after the change. It describes no other procedure for a lost letter. If you do not want to wait, the video and the appointment in person do not depend on the letter.

The letter's CSV has expired

You have 60 days from the day you receive the letter. After that the Sede warns that the CSV has expired, and you can ask for another letter, register by video from the app if you are Spanish with a DNI in force, or do it in person or with a certificate or DNIe.

My phone is already registered with another DNI or NIE

Cl@ve admits one phone per person. If the number is already linked to another DNI or NIE, you receive an SMS with a code to complete the registration, and the Cl@ve access of the other DNI or NIE is disabled automatically. If that number is another person's, use a phone of your own.

The Sede says «Usted ya está registrado en el sistema Cl@ve»

It means your NIF or NIE is already registered: you do not need to register again. Enter the procedure you need and press Cl@ve Móvil. Scan the QR code with the app and confirm the request within five minutes, or press ¿No puedes acceder escaneando el código QR?, type your DNI or NIE and the datum, and confirm in the app. If you do not have the app, wait 59 seconds and ask for the PIN by SMS. The Agencia's page explains it.

I want to activate Cl@ve permanente and it says «Usuario no registrado»

The Agencia Tributaria does not use Cl@ve permanente, so you do not need it for the apoderamiento: it works at other services of the Administración General del Estado. If you want it, and the activation with the code of the receipt answers «Usuario no registrado», the data of your registration may not be available yet. Try again after 24 hours, and if it happens again, call 060 or leave a message in Cl@ve's attention mailbox. Its questions page says so.

Afterwards

Once registered, at the Sede you choose Cl@ve Móvil when you identify yourself: you scan the QR code with the app and confirm the request, or you type your DNI or NIE and its datum and confirm in the app or with the PIN that arrives by SMS.

Trimestria never asks you for your Cl@ve or your certificate: the identification is between you and the Agencia. The next step is to grant Trimestria the apoderamiento at the Sede, and that guide explains it step by step.
